    Is there's supposed to be washers on hoses that go to front wheel cylinders

    Yes. If you do not have washers, remove the brake hose and head to your local parts store to match one up.

    Also I believe that they have to slip up into the bracket so the washer is snug against the bottom of the bracket and the clip then slides on top of the bracket. Definitely clean the bracket, hard line and the fitting very well with brake cleaner and make sure the threads are clean and the mating surface of the line is smooth and free of burrs.
